Article 4 of the EU AI Act requires every provider and deployer of AI systems in the EU to ensure their staff have a sufficient level of AI literacy. The obligation entered into force on 2 February 2025. Enforcement and penalties begin on 2 August 2026.
This applies to organisations of every size and sector — including those that don't build AI but use it. A team that uses Microsoft Copilot, ChatGPT, or any other AI-powered tool falls under the obligation. Penalties for non-compliance under the broader Act can reach €7.5 million or 1.5% of global annual turnover.
